Public Meeting Of Lvl Panel To Be Held In Wheeling May 15

Governor Manchin’s eight-member Select Panel for Limited Video Lottery Statutory Review will hold a public hearing at Oglebay Resort & Conference Center in Wheeling on Friday, May 15, according to Lottery Director John Musgrave.

Musgrave noted that under provisions of the law governing Limited Video Lottery in West Virginia, the Lottery is to provide for the rebidding of terminal permits every 10 years. The second 10-year period of operation will begin July 1, 2011.

Governor Manchin appointed the eight-member panel to assemble information and data. Based on public comments, the Governor may request that the Legislature amend the law and related sections prior to the next public bid.

Musgrave said the Select Panel would receive comments in the Oglebay public meeting from
9 AM to noon. Both oral and written comments will be accepted.

As Chairman of the Select Panel, Musgrave said he may provide a uniform time limit for each commenter in order to complete the hearing by noon. “Depending on the number of persons wishing to comment and in the interest of time and fairness, I may also disallow comments that are repetitive . . . those with similar views are urged to select a representative to make their common viewpoint known to the panel,” Musgrave said.

The Wheeling public meeting is the second that has been held; the first one was held Feb. 9 in Charleston. Musgrave said the Panel has not determined if additional meetings are required in other areas of West Virginia. “If it is determined that future meetings are needed, dates and times will be advertised,” Musgrave said.
